NConvert is one of the best and most complete graphic converters you could find. It is designed to use files in batches or to be run in the MSDOS setting.

NConvert lets you import up to 400 different graphic formats, which can be exported to another 40 different formats. It also works with multipage TIFFs, animated GIFs animated ICO files, etc. By applying different parameters to the commands you can resize images, adjust the brightness and contrast, modify the number of colours, apply filters and effects, etc.

This version of NConvert is totally free, but only if used for non-commercial purposes.
